When you see back link of your site in Google by link:domain command, then you see no or less back link list, but when you see Google Webmaster Tool, then you see lot of back links of your site because Google want these links to be shown to site owners not the others.

If you want to see more precise back links of your competitor you need to search on Yahoo. When you will check back link of sites in Yahoo search engine by link:domain, then you see lot of back link of websites.

Back link are inbound links for your site mean's where is your site links in other sites around the internet. Back link is one of the most important things to increase your site Page Rank (PR).If you have good website then by doing link exchange you can increase your site's PR but you will have to follow some rules for the link exchange:

1- Check the IP address of those sites where you want to link exchange. If C-Class IP address of all those sites is same then Google will not give more weighted and if all of those sites are on different IP address then Google will give more weighted.

2- Checking the Cloaking of sites at which you want to link exchange. Mean's checking the home page PR and cache page URL. If both are same then that site is good for link exchange.

3- Checking OBL (Out bound link) this mean's your site's link should be on relevant site, and that sites at which you want to link exchange should have the relevant site's link.

4- Check the links where your link is appearing is the page is linked from the website or not.

5- Checking the follow or no-follow of that page where your link is appear.
If that page is no-follow then Google will not crawl it.

Note: - If you have the good PR back link and relevant site's link then the PR of your site will increase.
